It is possible to do, but Elmore was trained in classical techniques and uses oil paints, which is quite rare these days. You will still find fine art painters working in this style, but sadly the RPG illustration field has largely abandoned this look and probably sees it as "old fashioned". Not to mention the time needed for painting in oils is much longer than digital. And the tabletop RPG field is so low budget overall, publishers are not willing to pay the prices needed for an oil painting like that. WotC or Paizo
might be able to afford it but WotC is so focused on bringing in video gamers, they are looking more toward video game concept art as inspiration. And Paizo is obviously fixated with using Wayne Reynolds style art forever.
