Time to put my lore hat on:
RPG material gives the requirements to get a captain's license for licensed starship operation as a fee of 200 credits (for comparison an "average" meal at a restaurant is 10, a night at an "average" hotel is 50, and a cheap slugthrower pistol is 250) and either 10 years of "starship experience" (explicitly stated to be something a starting character can qualify for, suggesting stuff like growing up on a merchant ship is sufficient) or an additional 300 credits. These requirements notably do not include an age minimum. The same material also details the requirements for legally buying restricted goods (including weapons and self-propelled vehicles), and they are described as merely fees and bureaucracy for most levels (the level assigned to most small arms and armed ships) and once again lack any mention of an age requirement. All three systems (WEG, d20, SE) with these rules explicitly support and sometimes even encourage playing as a child too, so it's not like they just assumed nobody would play as a minor. That's already two indications against there being restriction on age. The X-Wing comics have Soontir Fel filling in for his sick father in commercial transport doesn't appear to have been much legal concern since it's an open secret and the beaucrats who want to get rid of him don't just have him arrested for that. Titus Klev's backstory, given in Dark Empire Sourcebook, establishes the age to join an Imperial military unit as 17, but also that he was able to join at 13 with an instructor's recommendation.

This would suggest age restrictions aren't hard restrictions in the EU. From a world building prospective, I can't possibly imagine how any law based on a hard age number would work when sapient species with vastly different lifespans live adjacently. Even setting it per species is of dubious workability with the sheer variety present on well populated planets.

edit: Just remembered: In Darth Plagieus, it's mentioned Palpatine is under his dad's control till he's 18, but this implied to be a Naboo law/custom, not a galactic one.
