+5 dialog +5 dialog (armor) +7 hat +10 (companion) = 80 Persuade with some investment at level 13 and charisma stats of 1.
with perk for x2 skills from armor would be 90.

But so far what is the biggest fail from me is that Fallout 4 seems deeper/richer combat mechanics wise, with more powerful/interesting perks and ways to game the Vats system and exploit the guaranteed critical hits system.

This appears to be closer to a simple shooter.

Try hitting Q to enter the time dilation mode. So long as you don't fire your gun while in that mode, you can stay in it for as long as you need to aim at specific body parts. Hover your aim over the different body parts to get a readout of the targets stats, as well as the possible status effects you can apply (such as cripple, stagger, maim, etc)

We essentially still have VAT's here, except it's not a % chance followed by a fancy cinematic. You have to aim and shoot the body parts yourself.

In other news IMO this is not an example of interesting, well-written, characterful dialogue, and it is very typical of TOW so far, occasional bouts of zaniness aside -- what I mean about full California shitlib:

Sadly, Codex in general has become pretty useless to assess the quality of a game. Nowadays, most of the time it's the alt-right equivalent to SJW-forums. Equally idotic triggers, only from the opposite politic spectrum.

When it used to be mostly angry neckbeards complaining about the sad state of rpgs it might have been full of, well, sad angry nerds, but at least they actually talked about games in terms of gameplay and such. Now wherever I look it's agenda here, blacks ate my granny there.
Basically GD has finally taken over the rest of the site.

I haven't played the game yet as I am not home but is it really that hard to enjoy corporate antics turned up to absurdity with characters playing along? From what I seen it all just feels post-ironic.

It's not hard to enjoy at all. This is RPG comfort food. RPG easy listening music. RPG daytime TV. Despite my bitching I am having a good time.

I was just hoping for something more, given that this is supposedly Cainarsky's dream project and big comeback.

Anyway yeah, feels like people are building a mountain of arguments over Emerald Vale and Groundbreaker. What about that multiple paths factory quest on Monarch that impressed back at E3? The disguise mechanic and stuff? Time to dive back into the game and see more.

But I guess it's easier for the writers to come up with rationalizations of why their world is so homogeneous (with shallow faux-"diversity" slapped onto it) than stop treating their home and immediate social environment as the axis mundi and the default state of every human being.

Opposite, I am glad they didn't tryhard philosophical analysis and economic critique. Just some trends taken to their extreme conclusions in humorous and played straight ways.

I am there. that's the planet with date quest, missing son and cannibals and 300 level 20 mobs.

BTW I was surprised when said cannibals took almost as much firepower to take down as level 20 mutants with a max level trigun-gun with 144+ damage per shot; but then I checked my HP and realised something: if my str 1 char during low levels had around 500 hp, so I taken bonus hp perk; now on level 13 I have 2000+ hp.
so to kill myself with this gun I'd have to shoot myself 15-20 times.

no wonder high level enemies also take relatively high amount of shots to kill and probably that's why I need 1666 heavy ammo I collected.

but I guess it does make damage types important - physical is worthless - only works ok on marauders (yes marauder is enemy type common across all planets); but all other types mixed together is useful. acid melee weapon does a great job against starsheptroopers bugs, plasma murders most of other fauna, electro 2-3 shots robots (I use electro plasma rifle with hold-n-release system).

It's Fallout 4 and the actual fun part (modding and trying out guns) is the same part as there.

overall game is similar: interesting setting ruined by worthless interns who can't write arcanum or vtm level quests or good dialogue for shit; it's about as good as modern bioware writing.

the roleplaying "system" would be passable if everything wasn't so easy; although again from people who worked on Fallout and Arcanum this is trash tier system without any fun in it.

whoever was responsible for making guns and combat did passable job: better than anyone else in the team; so is person who did textures and bioshock stuff (like furniture and your ship interior)

I am still hoping/waiting for some plot twist or something.
