If I made a moron out of myself I expect better than base assertions in order to prove it. Since that's all you have provided in three posts it's safe to assume that:

I got the impression that their particle rendering system is pretty poorly coded. For the most part the game ran smooth as silk, but any time any kind of smoke or fire effects were displayed is slowed to a crawl (dual-core, 2gig, 8600 yadda yadda). I don't really care whether this should affect its recommended/minimum spec (after all it obviously wasn't coded with the intention of those being slow as shit), but it can certainly be criticised for choppy performance in places.
As said before certain parts of the game become a real trial of patience (namely the part in the sector of the main city on fire (act V?) and the fight around the tower in the swamp.

Hopefully this point will be have been fixed when the EE comes out.

the witcher ran okay on my system (AMP Sempron 2300+, 1024 MB Ram, Geforce 6200) on almost minimum settings. Trade quarter and Act V were a bit laggy but not unplayable. it actually ran betetr than NWN 2 and did not look like shit on the minimum settings.

On this topic? Not much, but the fact that I posted requesting other people's opinions, rather than asserting a position and trying to prove it, might have something to do with that.

Since the existence of a secondary or tertiary view at this point is suspect, there isn't much need for me to elaborate, is there?

If you really want to know what the Codex thinks about the combat just use your novice necromancy skill to dig up the Witcher's main thread, there are also others regarding this topic.
