I tried making my own island in Oblivion ages ago... and it generally worked out, but generating vegetation was a pain in the ass. Still managed though. I stopped working on it because the pieces I used to make the city, pieces out of Shivering Isles, had giant invisible barriers to prevent player movement. It kind of screwed up my attempt at making a cloistered city, which was what I wanted. Damn pity... it was turning out well, too. I had just figured out how to make the dialogue system work. None of this "Rumors" shit, either.
