Black Leather Vest and White Long Hair looks are already pretty much available, with just one simple retexture. Katana is missing but would make sense easily due to some swords in-game very reminiscent. Laser Katana would even make sense in a game with a Plasma Hammer

I recently played through Expeditions: Conquistador and it has a type of romance OP is talking about - basically at some point you get an event that 2 of your squaddies fall in love and you are given a choice about whether to allow such relationships or to prohibit it, which in turn boils down to a couple of perks which modify morale stats of the aforementioned characters. A minor atmospheric feature, but totally unnecessary in Wasteland 2 as it is. Though if they do introduce perks in a sequel or add-on, something like this probably could be made for the lulz of it.
