Why are there so many of my country here?
Something must be fundamentally wrong with how game writing is done nowadays.
Hiring a decent writer shouldn't be that much of a big deal, I doubt its a problem of talent.

Yes there are constraints in game writing but writers should already know how the format of games works.

I think the biggest problem is awareness. I'm thinking of Troika. Troika had some decent writers but more importantly they hade experience on how a P&P RPG works.
I have no idea what went wrong with the Indie RPG developers. This people should know better, maybe they were crushed by the budget or key personnel that made them work is missing?!
