Harbinger has been reviewed by those chaps over at UGO, who gave it a B- overall. Here's a bit on the RPG aspect:


If there's one area where Harbinger may turn off some, it's probably in its being categorized as some manner of an RPG. It's true that slaying many enemies will eventually allow you to enhance a few stats, including your hit points and weapons skills, but the leveling up process remains elementary at best and close to irrelevant at worst. When you reach a new level you'll be given a bonus few points to upgrade your few stats as you see fit. Since the gameplay often boils down to being a frantic blastfest that relies more on your reflexes than anything else, however, there were times when I wondered why the devs even bothered with stat-building elements.​

Down at the bottom, he says the reason it gets such a high rating is that it's cheap and can be fun. Still not sure it's cheap enough at $30, though.
