An interview has been done with Bethesda's Ken Rolston, lead producer for the up coming Morrowind expansion, "Tribunal." Here's a piece:

GP: Endless thanks for the promise of an improved journal system. Am I right in hoping that I will be able to browse my outstanding quests now? Please-oh pretty please with a mountain of sugar and a cherry on top-say yes!

I blush that I did not realize the wicked limitations of our original journal design. Mea culpa. But this new system is pretty swell. So swell that it is sorta embarrassing that we didn't think of it in the first place. So, yes, now you can browse and filter to your heart's content.
Morrowind's journal definately was one of the low points in the game.
