Even a moon colony would be dangerous as fuck, which no doubt is why some countries want it so bad, because shooting from the moon to anywhere on earth is very cheap and very deadly (and yes, this is a Heinlein plot). I have no doubt well see some kind of automated miner cannon thing someday.

You have no idea what you are talking about.

An orbital launch platform is much more effective than the moon which took the Apollo landers nearly 3 days to reach because of the vast distance between the earth and moon.

Tungsten or depleted uranium "god rods" are incredibly inefficient weapons unlikely to be used by any sensible military, which is why Americans seem to be keen on it.

Kinetic energy is mass X energy squared requiring the kinetic projectile to be the size of a telephone pole in order to have comparable force to a cruise missile. In addition the rod will need significant heat shielding as the atmosphere itself will not only burn away projectile mass, it will slow the missile significantly. This is in addition to the massive cost associated with moving anything into space, and barring a space elevator which has it's own slew of problems there is no economic justification for a space based kinetic weapon over a current modern day guided shell or cruise missile.

In regards to targeting, satellites have gives the world the capacity to have an extraordinary view of the entire planet surface. What they don't provide is a realtime view of the planet being that satellites by their very nature orbit the earth, can't stay still and watch a single location for movement. This effectively makes space weapons only usable against static targets that have been in place for weeks and thus essentially useless for military purposes.

Railguns would more effectively be used ground based where their advantages can be much better utilised, probably causing a resurgence in battleships.

So geostationary satellites would have to be too far away to get a clear picture of the surface or something?

This is why you use multiple satellites. While a single satellite cannot loiter over a location, multiple satellites can take turns watching a place.
