Harpers exist to keep the setting in a Medieval Stasis. They will threaten and outright suicide you if you invent things.

Sword college bard is dope.
-Extra attack at 6th level
-Pushback attack with NO SAVE + bonus damage
-Dual wield with better spell list than Ranger
-Pass all the skill checks you want
-Backup healer
-Decent armor and weapon options
-Actually useful in most situations.
If the game let you run 6 characters instead of 4 it wouldn't be as good (and if the game actually let you swap characters for skill checks in dialogue) but since 5E blunts specialists quite a bit the Bard finally has a role to fill.
