It's Bethesda's character artists. They've always been crap. Divinity 2 (the action game) was made with Bethesda tech and it had decent looking characters and functional ladders, something that Bethesda swore up and down was impossible to make with their engine

I especially liked how you could "shape" and choose the Exile's motivations for joining the Mandalorian Wars through dialogue with Atris. Was it the thrill of the slaughter? Revenge for the countless people killed by the Mandalorians? Or was it compassion for the suffering and protecting the people of the Outer Rim?
