Yes they are and yes they would. But it only proves that games are shitty art, not that they can't be art.

Good and shitty, and art and not-art, are two entirely separate axes. That's the whole point really.

Why? What is "shitty art"? Why would someone call something shitty "art"? If art wouldn't be supposed to be a good thing, we wouldn't be discussing whenever games are art or not.

The problem with classifying art as "good art" and "shitty art", or even considering "art" only what you think is good, is that it inevitably boils down to I LIEK THIS SO ITS ART AND I HAET THIS SO ITS NOT ART.

There is no objective definition of art, so that's what we are left to work with. But it also means that one thing can be art for one person and not be for another.
Since the point of the "whole games can be art"/"games can't be art" debate is glorification/degradation of certain games, basically, art is a stand in for good and not art is a stand in for bad.
Of course games there are different criteria for good and bad in different mediums so you'll always get weird people claiming that games are bad because they don't fulfil criteria of good of another medium.
Complaining about lack of deepness of game plots is as retarded as complaining that Mona Lisa doesn't taste good.
