Can I explore every apartment in a buidling , enter every store, etc?

I mean, the only (realistically attainable) way to do something like this is with procedurally generated content. Which means you will have hundreds of thousands of 'different combinations' that actually look like the same thing, like No Man's Sky planets. This is one of those ideas that sounds incredible on paper, but in all practical examples the execution is totally disappointing.

Yeah, without content those rooms are just asset you can get into and honestly is a waste of time and effort. Wohoo apartment 443 where I can get paltry credits from each room and play murder hobo with.

If anything doing this kind of shit will amount to "cluttering" the game. And actually burns people out from exploring and will instead just make people follow the quest compas.

Just because you can't enter all the buildings doesn't mean you can't enter any of them. I'm sure there'll be some thieving opportunities, the only question is in what volume.

Maybe CD Projekt will pull No Mans Sky and with constant patches actually manage to turn it into a good game in some 10 years.
No Man's Sky wouldn't be worth the full $60 price if you put three crisp $20 bills in the box. Nevermind the compulsive lying and broken tech, Hello Games' biggest mistake was pricing themselves in the AAA segment, it made legions of gullible lemmings expect a AAA experience. And I mean "mistake" as it concerns reputation, otherwise they made serious bank on it.

The truth is, Deus Ex had like 10 people on the streets and we all love the game.

I am not saying the game won't have issues (or won't be awful) but street population density is a weird measurement. Just as the subway system that was cut.

Deus Ex at least had a reason that there were so few NPCs on the streets (lockdowns). Still, I remain hopeful.
All the missions in deus ex also take place at night. And there's a pandemic going on.
