Like, refusing to enter dungeons until I spent months locking every trait on every character, using money I don't have due to not going in dungeons, and never spending resources on anything else, and finally pretending that characters had lasting personality traits the whole time?Couldn't you "lock" quirks using the sanitarium as zool just said?
So I actually found how to fix that issue of quirks constantly changing. In the quirk_library.json file (~\shared\quirk\quirk_library.json), set 'can_be_replaced_by_new_quirk' for each quirk to false. That way, once you've reached the maximum number of quirks allowed, they won't be replaced by new quirks. No need to lock any of them.
I use this in conjunction with setting max positive quirks and max negative quirks to two in rules.json and voila, each of my heroes has a maximum of four quirks (two positive and two negative) which don't change over the course of their existence. Just be mindful to avoid curios that remove negative quirks if you want to to avoid changes in negative quirks.
