Well one way to do the dragon fights and make them cinematic would be quick time events. Or as I like to call it, 'blast process roleplaying'.

Making bows more powerful to the point of one-hit killing is all well and good, but balancing it by making arrows rare in a world where wood and metal are clearly abundant doesn't make much sense.
