Well, that really says everything you need to know about the quality of the mod, political ideologues tend to disregard quality writing for incessant preaching. But the question is, is it going to be worse than New California?
World-building is the most important thing for a Fallout RPG. Factions can't be an afterthought.

I'm not sure what you're saying.
I'm saying that writing factions is probably the first thing you should be doing for a Fallout game. They shape the world of the game as much as anything, and need to be thought out before anything else.

What's bad about that? This is Fallout after all.
A bunch of fans create a huge, ambitious mod for free, for other fans, a labor of love, and yet there's so much negativity here. Not sure what your problem is.
It's cool to live in a world in which games are moddable and nerds create this sort of stuff for others to enjoy, in their free time. Even if not all of it is cream of the crop.

Ok, the key question is: Who is going to be the sacrificial lamb to keep playing on the NCR main campaign to report if it is more than horrid Fallout 3 shooting sections with CoD on rails shit on top of it? The candidate for this honorable sacrificial position will be remembered by his sacrifice. I wish I was that strong brothers but my subconscious was yelling "NOPE, turn back, this wont end well" all the time and it is reffusing to cooperate, so I'm not allowed even to open Mod Organizer as it is afraid of PTSD. Someone stronger must do it for the team.
I mean, I appretiate the effort and all that, but I have a strong suspicion this was made by people masturbating on their fan fiction for 5 years that just forgot someone was supposedly to eventually play that. I mean,modders tend to be prima donnas like that but for the love of God, dont tell me they tried making a CoD game on gamebryo, that is even dumber than having lizard people.

What love is there? They obviously failed to understand why New Vegas was popular (hint - it wasn't the godawful combat), they disrespect the source material and shit on everyone that calls them out on it. This isn't a labor of love, this is a labor of ego. I just feel sorry for all the talented artists and programmers that had to waste time on such a shit project.
Meanwhile a bunch of crazy Russians made a game more faithful to the source material in Fallout of Nevada, and are well on their way to repeating said success with Fallout: Sonora, and both have better writing than this dumpster fire.
Nobody enjoyed New California, and this looks to be the sequel nobody wanted.
