It's current year, all action games have xp and character progression instead of unlocking everything from the start.

It's the Codex. According to Infinitroon, System Shock 2 and Star Control 2 are also RPGs.

IIRC the current policy is that if the Developer tags their game as an RPG then it will be in the RPG forum. Like :
