Right now, only rat engineers and rat swarms, and the former are much, much better than the latter. The game as a whole has a fair amount of unique divisions and brigades, and even special units only some factions can build. I can't bother listing them all.

Drawbacks and conquests.
Hoping to change the course of this sneaky declaration of war, probing attacks are sent to Pocatello,
if proven lightly defended, it would have been taken, but unfortunately that was not what was discovered. Rock Springs was endangered.
The enemy arrives in Butte. Immediately an offensive begins to drive them back, however, although chances of victory were high, there was on risk on this offensive: exposing Rock Springs even more.
Victory ensues, while freshly deployed new units move towards new positions with the goal of halting this mighty threat of Vault City. Then suddenly, a massive offensive is launched against Rock Springs. With only a few men ready to defend it, the capital of the Under-Nation falls. To prevent their loss, the forces in Provo are disbanded, meanwhile. The plan right now was simple: To hold out on the southwest while focusing on the goal of crushing Gecko, from where it would be possible to launch a much more effective offensive against Vault City.
The attack begins against Missoula. Gecko ghouls resist fiercely and many die in this battle, where despite outnumbered they may yet triumph against the Hivemind, this time.
Fortunately they didn't, and thus, now, once Missoula is secured, all left to do will be the battle of Gecko, and then the ghouls will be fully subjugated and become fresh new slaves for the legions of the Under-Nation, while their industrial infrastructure shall compensate for the inevitable but temporary loss of Rock Springs.
Inspired by the perspicacy and ruthlessness of the Jews, the Founder begins the creation of a proper minted currency for the Under-Nation rats, considering that bottle caps never were a very effective one, after all.
Rock Springs is lost, but immediately an offensive begins to retake it. The loss of Rock Springs is a significant setback for the Under-Nation, cutting their research teams from five to three and drastically reducing their prestige and glory along the wastes.
And thus they were, for now, beaten back from the rampant conquest by the works of the treasonous Vault City, which was deliberatedly exterminating all rats, both young, just born and old, within Rock Springs, wiping them out with no mercy while forcing the former slaves to become their "servants" in another demonstration of the hypocrisy and degeneracy of these manboons, for at least the rats don't enslave their own kind.
No matter what, they shall pay dearly for this. First Citizen Lynette, that bitch will really pay harshly for this insult, and regret daring to declare war against the glory of the Hivemind. For something special shall be reserved for her. Something very, very special that will happen once Vault City falls to the Rodent Empire.
Missoula is secured, and a new offensive attempt happens, this time against Anaconda. The enemy however proves too numberful for any chance of victory, and thus the offensive is ordered to be cancelled immediately. Casper was also endangered by the advance of the enemy, however.
But thanks to the arrival of the reinforcements, the gap in the Under-Nation lines that their advance against Rock Springs left was closed, and now the front lines were stabilized against Vault City.
Strange dreams torment the Founder sleep. Could it be a portent of ITZ? The Ultimate DOOM Expansion Set for Rats? It made the Founder very upset, but it made no sense at all, in spite of what it could mean. Something big might yet happen.
A second offensive begins against Anaconda, and this time chances seem much, much better than before, although the outcome is unclear due to the much better professionalized nature of Vault City forces.
Victory ensues, and with Anaconda secured by the Under-Nation, the time was ripe for a final offensive against Gecko, with the goal of destroying this minor ghoul community for once and all.
Thus, in September of 2248, ITZ came for Gecko, as the major, climatic battle was waged near the old nuclear powerplant. The Ghouls were outnumbered, but better equipped, and with the support of mountains, they fought fiercely to defend their home. The battle had much bloodshed, and every inch of territory had a high cost. But eventually they would fall. And thus, outnumbered, they were forced to retreat towards worthless wastelands where they would stand no chance of survival. The war against Gecko was finally won.
And thus, now the Under-Nation not only acquired many new meat puppets and significant industrial infrastructure, but also an entire nuclear powerplant, that might yet become useful in their plans for world domination, and thus, now they were positioned to crush Vault City, but this would not be easy.
