An in-game module downloader (and more importantly, a module-dependency downloader and an automatic update option) is exactly the kind of thing Beamdog should be adding. Zero possibility to break actual modules and a massive convenience for users. Way more important than updating random OC NPC character models.
Even for the people who are fine with using NWVault, the number of dependencies for mods that often want different versions of various hakpacks is a PITA to manage past a certain point. A proper repository and versioning system to ensure everything stays as updated as possible on both the modder's and user's end, and so that things that break on update can stay where they are, should be a cut and dry improvement. Especially if they hope to reinvigorate the modding community with new content, maintaining proper links to old dependencies so that old modules can still be played without needing to dig through dozens of old versions of everything will be very important.

In PnP tho, the focus should be on playing your character.
In pnp this has the unfortunate consequence of making preplaning and front loading all the character building and development process on character creation as the only real valid. Anything else, like winging it, is retarded and will end up in pretty bad situations. Ergo why i despise 3rd edition on a PnP environment. Its toxic, you can have a party with a dude that can do everything better than the "specialist" classes and do what their own class does on top of that. Or choices that can lead to a horrible, unhelpful character that hinders more than it helps. In a cooperative enviroment like a table this can be very taxing for the players and strain relationships.
The real answer for PnP would be something like gurps. In PC you want to go full autismo tho, so character building and mastering a system full of irreversible choices that have a permanent cost is fine.
It's not purely a matter of difficulty. There are hordes of people who will never give a fuck that NWN modules exist unless the game puts an interface in front of their face, even if they've heard about them before.

Given NWN, this is accurate and one can check with http://www.d20srd.org/extras/d20encountercalculator/. An ancient red dragon, which you can hypothetically fight in NWN, has a CR of 23. So if your character's level is 23, that's expected to be very difficult (i.e. not impossible) for a single character. At levels 20-22 it's considered overpowering, but not impossible, so powergamers can win with their optimal strategic and tactical decisions.
