Making The Outer Worlds moddable is a bit like making Pillars of Eternity turn-based. If they want to, they can probably get there eventually (not necessarily in this particular game).
One can only hope there is ample enough incentive, then.
If mods were essential to the success of an rpg, the more games would support them on consoles, both console makers allow them, and Microsoft even goes as far as allowing 1:1 versions of pc mods.

The reality is that only morrowind and fallout 4 have an extensive selection of mods on consoles.

Obsidian really needs to step up their game on consoles, make something polished at release, and shit like not having hit reactions (as roguey points out), having an intrusive and non optional UI, shit and clunky combat, outdated graphics, will only harm the outer worlds chances at making an impact.
Even before the port to consoles, modding was a huge factor in pc gaming, it is one of the reasons for bethesdas massive sales figures in pc sales for their titles, as well as longterm player investment in their title. If nothing else, Bethesda not properly seizing upon the opportunity to create even more dlcs for skyrim and fallout 4 was one of their biggest mistakes due to their laziness. They could have made a massive amount of money. Doubly so for PCs due to almost all modders using assets from all of their expansions. Inevitably, anyone attracted to modding would be forced to buy all the dlc packs. This was highlighted as well during the fallout 4 controversy with their workshop dlcs. Despite being incredibly unpopular, they sold well due to people needing them for the mods themselves. Modding is incredibly for longterm consumer engagement.

Modding is the backbone of Bethesdas success.
Skyrim didn't sell tens of millions on all sorts of platforms on the strength of its modding.
It did on pc however, and then made bethesda a sizeable wad of cash on ps4 with the ported mods for sale.

Skyrim is a meme game. Mods, just the cherry on top. The faster we come to terms with this the better. Because as far as I am concerned I can not think of a single thing that made Skyrim so popular outside of the word of mouth.
On consoles? It has a large open world, and until recently you make yourself and explore the world doing quests and getting lost in another place. This has large appeal. For pc, what i've already mentioned and with modding on top. Anyone who disagrees is deluding themselves. Without mods, bethesda would not have been anywhere near as successful as they have. For around 2 decades they've had a pseudo monopoly on these two aspects together and it has yet to change. Even its competitors like the witcher or the recent red dead can not fill this particular niche as they exclude key essential formats to the formula.

This game will be a Borderlands clone garbage. That is the feeling i got by watching the trailer. Of course that is the game most codexers secretely covet to play while pretending to still be playing golden box games and assault anyone who plays Skyrim as a popamoler...

I am not one of them, i hated Borderlands. It was fucking garbage. Didn't like a single aspect of it, i didn't like the graphics, i didn't like the cheese, i didn't like the combat system, i didn't like the settings, i didn't like the gunplay, i didn't like the garbage loot. It just sucked.

I have a strong feeling i won't like this either.

my theory is a certain condition triggers a screen that give you a negative perk. dunno about its permanence, but it seemed permanent. for example in that shot, the PC was attacked by those ratisaurus thing. i guess the condition is like "recive x damage by creature y" trigger creature y phobia. in return, it give you perk points you can put into the beneficial perks.
