How did she ruin Dishonored 2?

She was a writer, it was noticeably more pozzed from what I've read (though the main culprit behind that is the writer of Styx: Master of Shadows of all people).

Also, why aren't the secret agencies using the vampires as their agents? Why default to exterminating them? It seems to me that whatever agency employ the vampires, they'd have a tremendous advantage over everyone else.

I didn't notice it being worse than Dishonored 1. Some of the levels were very good and intricate and I actually recommend a playthrough of it. It isn't earth-shattering like Deus Ex was, but it's very well put together and the setting is unusual. It still suffers from triviality syndrome like the first one, though.
