I am ashamed to admit I have done this on occasion when a Glorious Giantbombdotcom quick look isn't available of a game I'm interested in. You need pacing - puzzles, story, action, tension, plus new weapons, enemies that require unique strategies to defeat, and mechanics that get introduced bit-by-bit. Going full-cylinder all the time and relegating the non-shooty bits to cutscenes and elevators/loading screens ends up burning both the game and the player out way too fast.
