It certainly made advances as an open world FPS: better AI, weapon handling, combat mechanics etc over what was in say New Vegas. Though NV had some things going for it in that regard like ammo types and more than one weapon that uses .44 caliber. And it's a better FPS than any Machine Games Wolfenstien game will ever be. But still, you can easily get ahold of a million stimpacks past a certain point, it's very hitscan heavy, level design can be a bit banal at times (though better than FO3 mediocrity). But yeah, if you look at it not as a Fallout game nor RPG but as a FPS, well what else is there on the market? Wolfenstien the (allegedly) SJW movie game, that's what.
