Dude, no one gives a shit what it's using. It's very simple: if they are only using maximum spec on PC they are being dumb, because it limits how many people can run (and thus buy) the game. Since there is a version of the game that runs on Xbox 360 they should be able to create a PC version that scales low enough to run on a standard quad-core, or even less. It's that simple.
