On the Xbox has posted a Shivering Isles interview with Bruce Nesmith, the Director of Design at Bethesda. Here is an overview:


Oblivion is an enormous first person fantasy RPG. You can play any type of character you might want, from wizard, to warrior, to thief, or any combination of those.​
The depth of these choices is truly amazing and very next-generation-y. I guess it does take a Director of Design to come up with something that advanced.


The Shivering Isles continues in the grand tradition of Oblivion to give you the ability to do <s>whatever you want</s> follow the InstantClue (TM) system featuring pop-up messages firmly guiding you from one simple goal to another. We didn’t want to change the fundamental rules of the game for those players that already have characters and want to keep playing with them...so we didn’t.​

Players can go to the Shivering Isles at any time, and at any level. You can go there as soon as you escape from the Imperial Sewers, right after character generation. Or you can take your existing character that is level 30 and has shut down the Oblivion gates and solved all of the guild quests. Or anywhere in between. We’ve made sure that the Shivering Isles will accommodate everyone.​

It seems he needs a mortal champion to prevent a mysterious, cataclysmic event called the Greymarch.​
Champions of all levels and abilities are welcome!


However, we told so many good stories in Oblivion, that it was more of a challenge to find new stories without it feeling like we were repeating ourselves. That part was harder, but we’re pretty please with the results and hope gamers will be too. ... For example, there is the Orc that is terrified of cats. Unfortunately for him, he has a Khajiit stalker fan...​
Who writes this stuff for Bethesda? Dr. Seuss?
