Paranoia would be a great game universe if done properly
How about a game set in the world of Buckaroo Banzai? I was cautiously optimistic when there was news of a TV show a couple years back, and was crushed when it went into development hell due to rights issues. Playing an RPG as Buckaroo himself might not work well since he's supposed to be the world's greatest polymath. It would be like over-leveling your character in Skyrim. But it could work well if your character is a new member of the Hong Kong Cavaliers.

So, it would be marketed towards old geezers and consequently sell very poorly.
The chances of any of these games being made is super remote so just assume everything turns out right.Well, first these games would need to be made in a fictional world where developers consistently do a good job of adapting books and movies to games rather than half-hearted cash-ins rushed out the door as a studio's corporate overlords breath down their neck.
Assuming that condition was met, I wouldn't complain if we got a decent Dune RPG or a modern Heavy Metal action RPG.

In all seriousness, that would be pretty interesting. Though, the only way to develop a story there, is exploring the limits of such a society and how overconfidence in your own ideals ultimately leads to the opression and downfall of the very people you wanted to uplift in the first place.
