There is a mansion in the noble district in Maadoran that you can break into for some blue steel too. Has a lockpick, stealth and CS checks.

You can get the power armor non-violently, and it can let you pass the well check by raising your dexterity up to 3 (with 3 power tubes installed in it) in one of the modes (Horus?)

I just found another way to get inside:

From the top room of Zamedi tower, you can use the console to teleport directly to the room with the operating table (mountain facility). I don't know what are the exact requirements but I have 10 INT. There with 4 lockpicks I opened the chest and performed the operation (with the required lore) to raise DEX by 1, so I should be able to go down the well before getting the power armor.

Praetor background has its own vignette, and a quest to capture Sohrab. Once you get to maadoran you get more quests.

I don't know if the maadoran stuff applies to people who swear allegiance during play.

Is there any non-combat way to get past Hermon in the Slums without paying him? I feel like there must be.

Vault Dweller, does the game adjust the amount of skill points you receive from certain situations based on past skill points received, to keep the total amount fixed?

I have noticed that the amount of skill points I receive can play +/- 1 based on the order I do quests but the absolute total always stays the same. For example, here are the same 6 steps done in different orders:

After I got the bandits to raid the mining outpost, fixed the smelter and showed the map to Antidas;

1. Convince Antidas to kill Carrinas without evidence (5 sp)
2. Report to Linos (19 sp)
3. Convince Mercato to join Antidas, report to Antidas, report to Linos (20 + 20 sp)
4. Intimidate Cassius into leaving, report to Feng and receive training (2 + 15 sp)
5. Gift the ring to Antidas (3 + 1 sp)
6. Receive training from Cassius (15 sp)
TOTAL: 100

1. Intimidate Cassius into leaving, report to Feng and receive training (2 + 15 sp)

And no matter what I do, I just can't seem to get all three of them at max to total 101. House reputations didn't seem to factor into it either. I tried so many variations to see if they would.

I discovered this accidentally after a game crash and having to retrace my progress and became obsessed with it.

The game tracks the fractions you are not getting, and gives you a point when they sum 1. For example, 5% experience bonus. 2*1.05 = 2.1. That 0.1 is saved so that the extra SP is effectively 5% more.

You have more quests in Mandoran but only if you don't kill the assassins send to kill Galerius... You will need forge Peace treaty between new Aurelian ruler and your own Old Man... other wise you are free to go to continue search for temple to third town... He only dies if you approach him as Predator not if you made house Daratan ''ally'' itself with Guard (then You do IG quest line)... or come there as Liege-Man.

About PA quest, with my persuasive loremaster I got the exact dialogue from Esdras, which means setting up the meeting with the raiders for getting the power armor by force. Did I do something wrong, or will be a dialogue option? I ask this because in my previous runs, the combat started automatically when I am teleported to the gang.

Iirc all the checks in that convo need a sum of 12.

Sperg more and harder

One thing is that if you have two steps between you he will mostly do survivable ranged attacks instead of his super accurate backhand/100% hit mindblast, so ranged/alchemy potion throwing characters can tear him up in relative safety. It's even a good idea to take two steps towards him, take a couple fast swings with super sperged melee (as in stuff like crafting 10 sharpened meteor weapons, alch 10 berserk/neurostim, etc), then take two steps back again. That fight also really encourages you to have decent HP and it's basically impossible with Con 4 type characters.

Also you can put a jar of rotten mayonnaise in his medicine dispenser before the fight

A dex 8 character with Ra power armor on and a top end neurostim potion has like 16 or 17 AP. 8 ap per turn walking leaves time for 2-3 fast attacks with smaller weapons.
