That's what happens when you make your code open source. Why remake it when it has already been done?

Don't fix what ain't broke. In this case it's because Source 2 is a direct descendant of the Quake engine and there was never a break that forced rewriting things that did not need to be rewritten. But something like a visually pleasing noise function could have easily been copied from the same research paper or stack overflow function or blog post by two different games.
