Not exactly true. Speaking in general here. There are heterosexual men who were raped by homos (and that includes - but is not limited - to male children). They did a sexual act with same sex. Non-consensual one but it still can result in STI/STD and it is still "sex". However they clearly aren't fags. Add to that hardened criminals in some jails who do it only in those specific environment, never outside it. Are they all bisexual? Doubt it.

You want to know about the game? The writing is generally good but tends to be a bit too verbose and certain NPCs are very obvious self-inserts.
limb regrowth is fairly easy—there's an early-game quest reward that offers a one-time limb regrowth (ubernostrum tonic) and there are permanent limb-regrowth items at an early-mid game location (bethesda susa). also, there are only like two early-game enemies that can cut off limbs that I can recall off the top of my head (sawhand robots and madpole fish), and the madpole fish are extremely easy to avoid (since they're stuck in water). Laser pistols are not that great, and plentiful. there is mad item diversity, and most items are either generally useful or situationally useful.
