I was going to advise you to set it at medium. I discovered that all the internet advice that crowds density doesn't have any impact were made under the assumption people's CPUs are relatively recent. I remember you have the same CPU as me - 4790k. Dropping to Medium gave me some fps gain, but actually the biggest gain came from removing "Next-Gen Crowd Distance LOD and Density". It feels actually fun to suddenly be rolling around the city in 4K at ~45-55 fps.I keep Crowds on Medium, I'm wary of throwing more at the CPU due to thermals. Why?

My problem isn't actually the CPU load itself, it's got headroom, but my suboptimal case cooling struggles to clear the heat buildup when the GPU's also running at full tilt.
