It's because of your destroyed arm: Standard rules only allow firing while prone if you have no destroyed arms, even though you technically only need one arm to "prop yourself up". Optional rules allow firing while prone even with one destroyed arm. You still cannot fire weapons located in the arm you use to prop.

Let's open this up for another player so we can enjoy team play. I like mechs like the Archer, but he isn't suited for solo combat but better as a support unit. I picked him for nostalgia reasons. Now pair him up with a short-range mech like a Hunchback and up the Archer's LRM-15s to the original LRM-20 racks, and you've got a nice combination.
