I've never used the cover system in HR or Mankind Divided and beat them both several times on Give Me Deus Ex, including pacifist runs as well as murderhobo playthroughs. Whether you're sneaking or just murdering everything, it's perfectly doable and I'd recommend it to everyone. The lack of leaning is a bummer, but the games give you more than enough tools to survive without it. If "all-out shooter" means playing it like Doom, then sure, you'll be having a hard time. Exposing yourself in combat is generally a bad move, as it should be. The point is that the cover system itself is very much optional, and sticking to first person works just fine. Is it harder than using the cover system? Probably, but I never found it frustrating or unfair, and both stealth and combat work well that way. The lack of leaning is the only real complaint I have.Of course HR can be beat as an all out shooter without using the sticky cover system, with enough persistence and using all the tools available (cloak and wallhack augs, radar system, weapon upgrades etc.) anything can be done.
However the game is absolutely not designed around it, even with maxed ballistic aug Jensen is very fragile
