Good question. I am one of the UWs and I played a test run on the map.
3 UWs would simply not work at all. And even 2 will have significant problems and if not warring with each other make a fast run run for some coasts.

we have 2 UW nations, r'lyeh and pelagia. yes i know i am late but i now have a beer in my left, so this should be smooth sailing as becks so fondly advertises.

You dont look at their stats, you look at their cost to stats ratio and especially mr. Sure, Rlyeh can use 50g mind blasters but for every one Pelagia has 5 mermen. No UW nation can outproduce Pelagia.
Yes, well,... I cannot answer that without giving strategies against myself, so I will just stare at you until you give in.
