The global marketing team is American wages.
And while Cyberpunk probably was actively developed for 5 or more years, especially including mantenance, was Veilguard? We know the game was cancelled and rebooted at least twice. Most likely it was in so-so development, prototypes and development candidates being pushed, until the last 2-3 years where it went into active development, and got rebooted and renamed a year ago. And it has no music album, no TV show, no DLCs yet, no maintenance yet.

I bet Cyberpunk cost more money to get to market than Veilguard. And I bet it made 10x more money, at least, but this argument is mostly about budgets, not profits.

Concord budget literally includes buying an actual building for the team to go to work in. GTA6's budget is mostly licensing music and car brands or w/e.
And, I'm sorry, but Veilguard is NOT the production that GTA6 is, neither in score, nor in amount of work, not in licenses, motion capture, number of actors, etc. Its just obviously much cheaper.

The reason these trans writers failed to write a decent fantasy story is their imagination is fully occupied with the personal fantasy world they already live in.

Fantasy written by people who fantasize about being swordsmen will obviously be different to fantasy written by people who fantasize about being women.

Sense I get is that the game, and its target audience, are people who fantasize about having friends.

They knew what they were doing bringing in a Sims director. The slow movement from CRPG to lifestyle simulator will be slow, but they'll get there. You are correct about your assumption about the target audience, I just want to add they fantasize about friends that will agree with everything they say and help them stay in their safe space, protecting them from ignorant bigots and evil men that hates them for no reason.

To give an example, they made every Tevinter good character pajeets(which contradicts the previous lore) but the comically evil characters from Tevinter are actually white and even have blond hair(which is also contradictory).
