That's Project Mojave, which has been over for a long time, since the "Early Access" build was released and its two main devs got jobs with Bethesda. This isn't exactly news, some other guy came along, did a little work here and there, but it was obvious the project wouldn't be going anywhere, making a whole new Vegas expansion for Fallout 4 ain't a one-man job.

The big ticket is Fallout 4: New Vegas, which was a recreation of NV on the Fo4 platform and got quite far along, but that's also been over for a long time except the devs still don't wanna call it. In fact, I think it's been over since the PM guys split off, but I don't have the details, there were rumours of drama there.

No, the project was moving ahead with the intent to re-record all dialogue with new performers. It was the sister TCW (Fo3 remake) project that reached out to Bethesda asking whether a VO port from the original installs would be acceptable, Bethesda said no and both TCW and F4NV came under question, but then both projects committed to recording new VO and carried on.

But then TCW called it a day after releasing Point Lookout and shit hit the fan for F4NV when Project Mojave was released - the allegation was that PM's assets were part of F4NV but PM's two authors had a falling out with the rest of the crew, withdrew and released their stuff separately. F4NV denied this and claimed they weren't impacted, but the reality is the project's been MIA since then, with long periods of radio silence broken up by minor promos with UI art and weapon showcases. It went from outshining FOLON to vapourware practically overnight.
