Yeah, you can add Fallout London to your library for free, even if you don't have Fallout 4. You do need 4 to play it though, but apparently it works with the Steam version too if you downgrade it.

Who knows, but I doubt GOG has any say in the matter.
More releases on GOG is good anyway, provided they are still DRM free and kept up to date.
