Lots to do early on but as you become powerful, eventually the game just plays itself and you click end turn over and over and over again because no one can make war or expand any more due to dumb city limit. Endless Space suffers from this a little too but it's much worse here.
In the beginning it's very close to Endless Legend levels of fun. Especially on your first few playthroughs.
