There are going to be be some Crispin Glover-style lawsuits in the next ten years when voice actors are unable to compete with their royalty-free likenesses.

They would have a good case because of the law on likeness. It hasn't really been tested yet. There isn't much stopping you from blending multiple VAs to teach the software, though, and anyway lots of professional VAs would be happy to provide custom training while disclaiming any rights. This would cut down on a lot of the repetitive studio labor involved in recording zillions of 'bark' lines for a lot of big releases. There are many things in which machine learning is overhyped. We won't have ML-driven self driving cars without driver supervision, for example. But for stuff like this it is really good and getting better. For the purpose of game assets, if the system generates assets that suck, you can always manually tweak it.

I believe Watch Dogs Legion uses a variation on this technology but I have not played it. Some have said that the implementation was not good. This is something that will be more meaningful for helping indie teams to produce work that holds up better by comparison to high budget games.

To me is unnecessary but as each day pass, there are less and less people making games for me, there are something like only 10000 active accounts on RPGcodex, not enough for a long shot to pay for even an indie game and while no voice acting is a popular take here, if you go to steam forums, it is "No voice acting? No buy." every minute.

Not going the "le epic cinematic experience" route helps keeping audience relatively retard-free. I don't remember any voice acting in Kenshi, and it sold buckets.
