An interesting Codex exercise would be to have everyone speak out on what they didn't like about New Vegas, so we can have a Codex Community Setup that tries to fix all of those problems.
I'll be the first, then. Many superficial things in New Vegas are outright bad and not always it's an engine problem. At first sight I've encountered these back in 2010:
-Unstability issues in the base game. Unstable framerate, crashes to desktop, cache is clogging up the memory so you'll run into freezes while playing a few hours like longer loading times during fast travel, opening the container will take a fuckton of loading time
-Small bugs here and there, I've just lost count
-Models and textures look like ass. Inventory items, mostly. But also characters, yeah, especially NPCs without unique names. LODs are not great either
-Animations are ass
-Terrible collision meshes
-Enemy combat AI is retarded
-Physics and ragdoll don't always calculate correctly. That includes gun shooting aswell
-City of sin is not so "of sin". So, more sex, violence and rock'n'roll related content wouldn't spoil the game I think. It's also suprisingly compact town compared to Obsidians vision of new vegas on their art pieces.
-Lighting is fucked, period. Once you deal with gamma issues by using RWL and ILO, the game becomes too dark for it's own good. As in, the lack of indirect lighting is actually a problem I don't see being solved
-Shadows are a joke, shadow maps for meshes and Ambient Occlusion don't exist in Gaybryo
-First Person mode seems too "floaty" and lacking proper first person interactions, this is why I noticed fluff mod "Solid Project", guns don't have weight it seems, that's where B42 Inertia comes into play, although it falls down into "fluff category" too, you hypocrite
-Legion presence is too few and far in between and not always connected to NCR, should be expanded

back for more!
-My post-endgame content, where is it?
-Random encounters, where are they?

I'll update if remember more.

  1. New Vegas Anti Crash.
  2. Yukichigai Unofficial Patch. This one takes care of the vast majority of bugs.
  3. Character Expansions Reivsed, Improved LOD Noise Texture, and FNVLODGen will help with that.
  4. There are some animation mods out there but none is "complete", sadly.
  5. Collision Meshes is a very good mod. There's Precision Collision for clutter, but it's of no consequence to the average player.
  6. Some AI mods I previously mentioned.
  7. Unofficial Patch NVSE, Ragdolls, those two mods iron more bugs.
  8. There's nothing that improves on this regard short of installing a massive NPC overhaul that also adds more interesting content to the strip, as New Vegas Redesigned 3 does. Sadly the author didn't realize some people are interested in this new content and nothing else.
  9. Lighting is pretty bad but RWL has an option for brighter nights.
  10. ENB adds Ambient Occlusion and much better shadows. It's very performance intensive however.
  11. The good thing about B42 Inertia is that it is released as a separate mod that addresses a very real problem. There's also Enhanced Camera to add some weight into the first person mode.
  12. There's Legion Quests Expanded. Most people will like it. It's not perfect, but it's better than nothing I suppose.
  13. There's Functional Post Game Ending, which I have never played with. It's fairly recent.
  14. Mojave Raiders, Mojave Wildlife add more stuff into the wasteland. There's also The Living Desert which adds more NPCs into the game. There's DFB - Random Encounters, which adds proper "random encounters", but I have never played with it.

What is this and what's the difference with Unofficial Patch Plus? Unless you meant Unofficial Patch (Plus) *AND* NVSE?

Butter pretty much explained it. My personal suggestion is to:
  • Install Unofficial Patch NVSE.
  • Install whichever catch your fancy from the following UPP mods:
    • Audible Pass Through Bushes Sounds by KiCHo666
    • Dead Money - Missing Return Options by Yukichigai
    • Dead Money - Christine Has More Skills by Yukichigai
    • Ghoul Rad Tweaks by miguick
    • Ghouls Glowing Spell Fix by CivisRomanus
    • Improved Transportalponder - Old World Blues by Yukichigai
    • Lobotomite Tweaks by miguick
    • Lonesome Road Carbon Shadow Fix by AgeofEvolutionHQ
    • Loyals Detonator Can Detonate Explosives by Yukichigai
    • Old World Blues Perk Sanity by miguick
    • OWB Toaster and Jukebox Weapon Condition Fix by xqdcss
    • Restoring Hope Quest Morale Fix by Asterra
    • Sneering Imperialist Expanded by miguick
    • Spore Plants - Drop Spore Plant Pods by Yukichigai
Those are all mods that I would personally install myself, the big exception being the one in red. The ones in yellow I'm not sure if they are covered by Unofficial Patch NVSE, I believe the features list was poorly redacted and would have benefited from a "the following stuff from UPP is covered by this mod".

UP+ combines bug fixes with some debatable gameplay tweaks. Unofficial Patch NVSE is just bug fixes.

The work of UPP modder is excellent, and completely in the spirit of Obsidian's vision. He understands the game's design, its strengths and its flaws, as well as the creators themselves, imo. That said, he lists the changes he has made, so it is up to anyone to judge them.

I never run New Vegas without at least 3 of his mods. UPP, JSawyer Ultimate, and Economy Overhaul. As a matter of fact, that's about half the mods I use for New Vegas. I 100% endorse his work, especially for people who appreciate good game design.

I am not related to him in any way, btw.

Maybe you are right. But there are New Vegas modders around here who know that what I said is true. So it will have to do.

Using ultimate jsaywer mod instead of the pure one is heresy.

I dislike some of the changes the new mod has. I especially dislike when a mod isn't 100% documented, and when I don't understand how a mod works, because this is crucial for compatibility. But the truth is Sawyer's mod had many flaws and inconsistencies, and this mod is, for the most part, a straight improvement.

If you want to minimise fuck ups when installing mods I would recommend Mod Organiser 1(Not 2!). Because it uses virtual folders that are seperate from the game folder you can just re organise mods and load orders easily without having to re-install everything and if a mod bothers you, you can just delete it on the fly without it also taking important game files with it.

I'd also give a tentative recommendation to the animation mods of the GUN Network but frankly they're a bunch of circle jerking tuesday night disco flaming fags who won't let you download their mods unless you kiss their arse enough. No, really. You can find their mods online if you want to look though.
