Besides 6-18 troopers per mission has always been more fun than quartets.
Avenger had room for 26 soldiers. So much fun cramming it full with rookies and well... those who survive gets a place in the squad.

In practice you usually dropped some of them for HWPs, though.
Why would they try to be like nuXcom and get more monies when the original would sell a lot less today?
It says 4 or more, so I either it works like in NuXCOM where the cap gets raised, or you have a good reason to assign only 4 soldiers to some missions and more to some other (like thinly spread forces, as I assume infiltration would make little sense in this context).wut? Yes, but we can be pretty certain more is not going to be 8, 10 or more troops.
