I think it's partially because Japanese developers seem to like to iterate on an idea, rather than make something completely new from scratch.Still, I find upsetting the amount of resources put into retelling previous stories and putting fresh coat of paint over something that still looked good.
Also, the hype and sales benefits are not to be ignored. Capcom knows very well how popular RE2 and RE4 are, and banks on this to sell the remakes.
Also, I can't fault them for making them - since they usually change enough things to make them a worthwhile addition to the RE library. My only hope is that the RE3R debacle was enough of a wakeup call to make them put more effort into the RE4 remake, but if their comments about not cutting anything from the original, and adding more on top, are to be believed they seem to realize this.
Now, hopefully, these new additions are actually good.
