"Lord" is a general form of address for nobility, but isn't used to refer to royalty. Royalty (in Great Britain) comprises kings, queens, princes, princesses, and that's it—peers who hold a rank of Duke/Duchess or lower are nobility, not royalty. It may be that dukes ought not be referred to as "Lord" either, as dukes are very high-ranking noblemen, but I'm not entirely sure.
Note that holding a title (some medieval kings of Europe held plenty) doesn't necessarily mean that the personage will be referred to by that title, or addressed in the way that someone who held only that title would normally be addressed. The King or Prince of England was also the Duke of York during a significant portion of the Middle Ages, for example, but would be referred to by his primary title of King or Prince (unless they're bringing out the full list of his titles in order to show off) and would be addressed as "Your Majesty" rather than "Your Grace" ("Your Grace" being the proper form of address for dukes).
