Like any platform, there's games that get through the cracks (or are ignored completely because of the publisher/developer's status, like how Life is Strange 2 has underage sex scenes, but because it's by Square-Enix, it's allowed).
Context also matters too; if the point of a game isn't to tittilate, sex gets way more leeway.

I've heared only bad about that game as well and this one begins as fancy-looking but utterly boring, even grindy with some adventure elemets typical RPGmaker porn game at first but the further development went, the more they ditched all tiresome elements or made them optional (including not actually bad puzzle-dedicated section). Basically what you do is just walking around from one cut-scene to another with some minor adventure-like stuff in between. Plot/writing is okish by porn games standarts, sometimes there's even good humor, all in all an entertaining 'game' which excels in one thing: actual porn-animations which put even recent relatively high-budget Subverse to shame.I played the previous one (set in a school or whatever) and it was mind-numbingly repetitive and boring.
