Aside from that I can't see official confirmation the government has banned it?

I honestly can't remember the last time I saw an unskippable cut scene.

Vavra keeping mum about it and using the N word is adding fuel to those fires. If the relevant content is in the portions of the game open to the reviewers, they aren't talking either. Given the crash and burning of other recent launches, it is reasonable to be suspicious.

Just about everyone did. Read primary sources rather than sanitized tertiaries and you'll quickly understand that at least male-on-male rape has been quite common all throughout western history.
