Hitting the legs lowers the agility (movement APs and evasion), hitting the hands lowers dexterity (so they consume more AP to use weapons and have lower melee cth), head shots will blind them (lower mrk), torso shots will lower their str (less melee dmg).
You can easily test this on a solo zombie. Count the tiles it walks when not harmed, then shoot up the legs and see how long it walks.
I guess it comes down to how difficult it is to connect on a head shot at range. If it's not much harder than any other specific body part, then why not go for it and remove the threat? I don't have a solution, and I can see how it would be a very difficult thing to balance. I've never fired a gun in combat, but I think it would be about as hard to hit a moving target in the leg as the head, which is why we're taught to aim for center mass. But that isn't as useful when the target is a zombie.
Do the AoE weapons tend to do more damage to the legs as opposed to other areas of the body? I could see those being useful for at least slowing down a mass of zombies while you deal with other threats/flanking enemies.

An incredible journey of over eight years reaches its harbor today. What began as a project that, on paper, seemed impossible has now become reality: Urban Strife.
This game was brought to life by a dedicated team of three devs, alongside a roster of amazing friends who generously contributed their expertise. It’s still a rough gem, waiting to be cut and polished—that’s why we chose the Early Access path. We believe this is the best way to finish our journey: together with you, the players. Those players who – same as us three - wanted more and always got less from their games, because “it is what our focus groups say is trending”.
Making this moment even more special, we’re launching Urban Strife with the support of MicroProse—a name that has been synonymous with gaming excellence for generations.
In the past two weeks, we shared an Early Access preview build with over 100 content creators. Thanks to their efforts, we identified and fixed a dozen critical bugs, resolved hundreds of minor issues, and introduced vital balancing and quality-of-life updates. Their generosity in donating their time and expertise has been invaluable, and we are deeply grateful to them.

Dead State was the first early access game I played, I played it so much that I never wanted to play the full release nor the reanimated version. I really hope it is only 2-3 years, but by how long this is in development already I doubt it, which is a shame, because I really like this game.My guess this will be 2-3 years of early access at least? As much as i want to try it because i like both zombie survival and turn-based shit and i also liked Dead State, i will have to wait before there is enough content or when the full game is out. Don't need another stuck in early access game on my hands.
