They would have to overhaul the core systems, which isn't going to happen. Expect the biggest update to be a photo mode like in WotR.
Core systems are not the hard part, I can fix player power with only a few changes. The problem is rebalancing all encounters to weaken all enemies so nerfed players don't get stomped because now they cannot kill everyone in 1-2 rounds.

Btw, to continue the Strenght stat weak talk. Owlcat_Eyler easy fix would be that it gives bonus maximum wounds equal to half what Toughness gives. Front line tanks focused into melee should have noticeable better HP that others.
And two stats giving same bonus but different value is not new in RT.
When attacking in melee Agility gives dodge reduction at half value of Perception and stacks with Perception dodge reduction.
Another fix would be that each 10 strenght gave +1 damage but also +2% damage because that +1 is barely felt due to all melee weapons having large base damage values.
Two handed melee should give +2 damage and +3% per 10 strenght.

And you really need to reverse versatility bonus damage. Currently it gives full damage bonus to burst and area but half that to any single target attack.. while it should be other way around. This simple fix will already make burst less of a problem.

They just need to remove flat damage bonuses from enemies

Enemy burst fire geeting flat 10 damage bonus is the one killing you

And that they getting bonuses to git rate and Armour Pen too

I've seen heretics and deamons and xeno scum and exterminatus and horror mirrors and all kinds of horror stuff in this game but that brain eating scene from the supposedly super dogmatic character was the biggest wtf moment in the game. That shit will stay in my memory long after I forgot other parts of the game..

Stalled in Act 4, this chapter is buggy as fuck. Don't want to progress any further because I am almost certain it will fuck up my playthrough somehow, how the fuck could it not?

I thought fucking Act 3 was bad, my stupid ass had no idea.

The Hand of Xenocide is a great weapon (Power Weapon, 40% Armour Penetration, 15-23 damage). It also has (Lore Xenos / 4)% bonus damage against xenos. But the funny thing is it's an Omnissian Axe that is only usable by Pasqal. So you have to either respec and pump that particular stat or you will be missing out on that extra damage, which you have no idea of knowing before hand (at 100 Lore Xenos it means + 25% bonus damage).

The point however as you said is, if everyone gets "balanced" how the fuck are you supposed to kill JRPG-tier bosses with 10k Wounds with your damage output going 100-150 for a single attack? They should rebalance every single fight, that's a shitton of work. I stand by my position that the entirety of the combat/character system of RG was built by someone that was utterly clueless, never tested bar by paying "volunteers", and dumped in a frontloading attempt (10% of players will reach Act 4, we don't need to test it because they can't ask for a refund).

Incedia is a completely WTF character. You met her two times. The first time she's a standard NPC encounter.

The second time she's eating brains while stewing in her own sweat and fluids and Doloroso starts screaming that he mindbroke her and it's all his fault. You can literally feel the cut content, or maybe the writer was a fan of fucked-up Japanese porn.

I did a Dogmatic run and shot her, because she burned one of my favourite characters (the Architect). Yes I know it's bugged and technically he was on my ship but Owlcat insisted on killing him so Incendia had to go. She died in one turn anyway because balance.

You know, when a random NPC that gives you a run-around quest in Chapter 1 has more characterization than a secret party member Rogue Trader that is one of the mayor players of Chapter 4, your writing has problems. I get they didn't give a shit by the time Chapter 4 rolls around, but at that point neither did I. Also, Owlcat is scared as fuck to maintain coherency between play-throughs, so you can get her buddy Doloroso (the guy who mind fucked her into fanaticism) to be in the combat where you shoot her in the head because the PC is always right. Much like Doloroso becomes a Nurgle fanatic if you pass a couple of speech checks in a heretic play-through.

I simply stopped caring, much like the developers did.

Ryzza IS a Chaos worshiper
regardless of playthrough, in Iconoclast one, you just pass some Awareness check and she burns the Chaos totem, but that doesn't change that she is already infected with Chaos.
I'm not sure about the long time consequence, but hundreds or thousands can die, but killing one Chaos big honcho is worth it, Footfall is indeed cleansed thanks to Chorda.

It seems there's even an Iconcoclast option to somewhat help Vladym, but my Iconoclast is not High enough, I just turn him into a Servitor, the man was actually a Loyalist, a shame.

Killing Incendia causes her House to crumble, you as a Dogmatic get Footfall and start bashing heads (you do a better job compared to Incendia), Vladaym survives for a while until he doesn't and gets a nice funeral, Ryzza escapes and does essentially nothing (the fact that she's a Chaosie never gets brought up). Not that I care a bit about the Vendors bar Opticon and Doloroso, the others are barely characters and the game expects you to care (?) for them for some unfathomable reason.

Also on the "This is the Author's Fetish" section the game lets you cuck one of the chiefs of your Noble Houses (Sauerback, if I remember right) by flirting with his wife publicly, and he can just seethe in anger. Of course his wife is a traitor supporting Kunrad, you execute her and in the ending slides she's again alive, not a traitor, and you keep cucking him.

If you kill Vladaym and use the Iconoclast option on Ryzza to make her see the error in her ways, and later threaten her that once you return she better not be back to Chaos worship, she actually doubles down on her repentance and her ending slide confirms that she purges the Fellowship of any kind of heresy.

I guess the game is ultra lenient? But no, you deal with Chaos, you reap the consequence, simple as.
Not to mention the guy who replaces her seems kinda humorous.

I cleared up the entire map of space battles. Once you get enough upgrades space combat is fairly easy, even on Unfair. But you have to pick your fights to get to that point, which is done in a nonsensical way. By the way, anyone who designed The Silence of Mer-Segrit's and Vheabos V's space fights should be executed.

The first one is a goddamn escort mission with a ship that can be destroyed in two turns by enemy ships (and there are 5 of them!), the second places you against two big Dark Eldar ships and you can be literally wiped out before you can even act, because for some reason enemy ships act first and are so close you will be destroyed right away. Seriously, that's insane. The only reason I won was because I did other space fights first to level up and took a skill that allows your ship to act first in combat against bigger enemy ship. Why you don't have enough space between you and enemy warship to do some maneuvering first? It's not that complicated and it'd solve the issue. As for the escort ship, maybe make it run away in YOUR direction (top), not to the side (left) into two big Dark Eldar ships so you can at least attempt to do some tanking if you want to save it? Again, it is not that complicated.

I also cleared up the Horror Space Hulk. After Kiava Gamma the boss was no biggie. The speakers were actually scary, because of how much health they give to everyone (just one was giving ~70 hp), but either enemies were toned down in a patch or I had good enough gear and skills to deal with them easily, after taking care of the speakers first. In the second room only one managed to act and after that I was moping up everyone.

With that done I can now progress the main quest.
