Yes, Owlcat explicitly says how their games are designed to be played. In Kingmakers case, the TB mode came after the release because Owlcat was listening to what people wanted from their game. From the developers perspective, it makes sense to include both even if you know one will be inferior to maximize your audience. They supposedly have two audiences they would want to attract: the D:OS 2 audience and an the BG 1+2 audience. They could have taken the approach Owlcat did for WotR, but with the reverse emphasis, and designed the game with a focus on TB-combat but included RTwP. Instead they made BalD:OS Gate 3 and told BG1+2 fans they had no interest in their preferences.
