Yes, Owlcat explicitly says how their games are designed to be played. In Kingmakers case, the TB mode came after the release because Owlcat was listening to what people wanted from their game. From the developers perspective, it makes sense to include both even if you know one will be inferior to maximize your audience. In my personal preference, I am glad both are there, use both modes, and appreciate the priority that was given to designing for RTwP. Their games are better for it.

And Larian can’t design encounters with a TB focus by default and then include RTwP... why exactly?

They supposedly have two audiences they would want to attract: the D:OS 2 audience and an the BG 1+2 audience. They could have taken the approach Owlcat did for WotR, but with the reverse emphasis, and designed the game with a focus on TB-combat but included RTwP. Instead they made BalD:OS Gate 3 and told BG1+2 fans they had no interest in their preferences.

Do I believe Larian could implement satisfying RTwP d20 gameplay like the old IE games? No. And I think that’s why didn’t even bother to try. This company was the wrong one to develop a new BG game.

Marvel movies absolutely dominate popular culture and Larian games have the same quippy writing style, ofc BG3 is selling like hotcakes
Even DOS1, which has pretty bad writing, has better writing than any Marvel movie.
What are you guys talking about? Even if you consider writing in Marvel movies to be "pretty bad", I'd argue that DOS1 was much, much worse. DOS1's "humour" ranged between"eye-rolling" and "physically painful" for me.
