It's instantly balanced when you implement the same mechanic for enemies. The idea is more to keep things moving, not so much to make the player overpowered.

As for getting angry when you miss, you get that in the proposed system, only next time you miss, you get a statistically meaningful (+10%) improved chance to hit the THIRD time.

Doing it for all sides is certainly be a step in the right direction, but I think that such a change will cheapen the armour / dodge system, making it less worthwhile to be heavily armoured. Which isn't a good thing. I think that if the misses were properly presented to the player (misses that would hit the armour or shield do so with a satisfying sound, misses because of dodging would cause the target to duck, etc.), there would be no need for increased hit chance.
