That's the way a capital city should be designed.
I really like the way Hammerfell and its redguards are designed and implemented.
To be honest, the game was so ambitious that it features TWO provinces - Daggerfall and Hammerfell (Yeah, Arena had all of them, but it's not as well designed as Daggerfall).

High Rock (of which Daggerfall is a kingdom, and the capital city of that kingdom) and Hammerfell. Though the area covered by the game Daggerfall is the Iliac Bay region, which is the northwestern portion of Hammerfell and the western portion of High Rock.

I don't think elex is that bad. Main problem with combat seems to be the lock on system that restricts your movement. If you disable it most problems go away.

Elex 1 is basically exactly as janky as Gothic 1 because it recycles many of the exact same attack animations. Elex 2 is a different story with a lot of new stuff that is weirdly floaty.

They are different from the "indie scene" hipster devs.
I'd argue "indie scene" hipster devs made some great games too, Celeste or Baba is You are top contenders of their respective genre. One reason is that these games are from genres where the expectations are quite narrow and the expectations are not utterly disconnected between regular players and casual players, for example regarding difficulty, so this certainly can't translate to, for instance, traditional adventure games or RPGs.

The shit/quality ratio for indie games is the same as for AAA games. But indie games serve all kinds of different niches that AAA games don't.
